Interior Minister Laurent Nuñez disclosed Monday that investigators have identified striking similarities between Saturday’s incident and recent attempted attacks in the Netherlands and Belgium. The pattern suggests coordination by a pro-Iranian organization operating through proxy networks across the continent.

Paris police officers discovered two suspects carrying a shopping bag near the Bank of America office in the city’s eighth arrondissement Saturday morning. The building sits approximately 600 meters from the French presidential palace, raising additional security concerns about the boldness of the operation.

The national anti-terrorism prosecutor’s office has assumed jurisdiction over the investigation, treating the matter as terrorism-related offenses. This represents the latest in a series of incidents that French authorities believe demonstrate Iran’s willingness to conduct operations on European soil through intermediaries.

A group identifying itself on the messaging platform Telegram as Harakat Ashab al-Yamin al-Islamia, or the Islamic Movement of the Companions of the Right, has claimed responsibility for similar attacks throughout Europe. The organization also asserted responsibility for an attack in London last week in which four ambulances belonging to a Jewish charity were destroyed by fire.

Nuñez explained that Iranian intelligence services characteristically employ what he termed a layered approach to operational security. They recruit proxies and subcontractors, frequently individuals with criminal backgrounds, to execute targeted operations against American interests, Jewish community assets, and Iranian opposition figures residing in the West.

This operational methodology provides Tehran with plausible deniability while allowing the regime to strike at perceived enemies beyond its borders. The strategy has proven effective in complicating attribution and response efforts by Western intelligence services.

French authorities have significantly enhanced security protocols around sensitive locations and individuals since the United States and Israel initiated military operations against Iran on February 28. The heightened protective measures include personal security details for certain Iranian opposition figures residing in France.

Bank of America has confirmed it is cooperating with French authorities in their investigation. The financial institution employs hundreds of personnel in France, and staff returned to their duties Monday at the targeted office location despite the weekend’s events.

The incident underscores the expanding reach of Iranian operations in Europe and raises questions about the adequacy of current counterterrorism measures. French intelligence services face the challenge of monitoring not only established terrorist networks but also ad hoc criminal elements recruited for specific operations by foreign intelligence agencies.
