The United States Coast Guard confirmed Thursday that it has detected and is actively monitoring a Russian military intelligence vessel operating in international waters near Hawaii, marking the latest instance of foreign military activity in the Pacific region.
The vessel in question, identified as the Kareliya, a Vishnya-class auxiliary general intelligence ship of the Russian Federation Navy, was operating approximately fifteen nautical miles south of Oahu on October 29. Coast Guard personnel from Air Station Barbers Point deployed an HC-130 Hercules aircraft to conduct surveillance overflights, while the Coast Guard Cutter William Hart transited near the Russian vessel in what officials described as a safe and professional maritime response.
The Coast Guard’s actions, conducted in full accordance with international law, represent standard protocol when foreign military vessels operate near American territorial waters. Personnel continue to monitor the Kareliya’s movements to ensure maritime security for United States vessels in the area and to support broader homeland defense objectives.
Captain Matthew Chong, chief of response for the Coast Guard Oceania District, emphasized the routine nature of such monitoring operations. “The U.S. Coast Guard routinely monitors maritime activity around the Hawaiian Islands and throughout the Pacific to ensure the safety and security of U.S. waters,” Chong stated.
The detection of Russian intelligence vessels near American waters is not unprecedented, though each incident requires careful attention from military and Coast Guard personnel. These intelligence ships are specifically designed to gather electronic signals and communications data, making their presence near strategic American military installations a matter of national security concern.
Hawaii’s geographic position makes it a critical component of American military infrastructure in the Pacific. The islands host numerous military installations, including Pearl Harbor Naval Base and various Air Force facilities, making the region a natural point of interest for foreign intelligence gathering operations.
The Coast Guard’s response demonstrates the continuing importance of maritime domain awareness in an era of renewed great power competition. As tensions between the United States and Russia remain elevated across multiple global theaters, incidents such as this serve as reminders that vigilance in protecting American interests extends far beyond traditional conflict zones.
This monitoring operation comes as the United States has increased its own military presence in various regions, including recent deployments to the Caribbean aimed at combating drug trafficking operations. The Coast Guard has been particularly active in counter-narcotics efforts, with recent interdictions yielding thousands of pounds of cocaine in operations stretching from the Pacific to the Caribbean.
The Coast Guard maintains that personnel will continue monitoring the Russian vessel for as long as it operates in the vicinity of American waters, ensuring that all activities remain within the bounds of international maritime law while protecting American security interests in the Pacific region.
