Russia has issued formal warnings to foreign embassies in Kyiv regarding planned systematic strikes against the Ukrainian capital, a development that has prompted Secretary of State Marco Rubio to express concern about the war’s potential escalation beyond its current boundaries.

The warning came during a telephone conversation between Rubio and Russian Foreign Minister Sergey Lavrov on Monday. The American diplomat received the call while aboard Air Force Three during an official visit to India, where he subsequently briefed reporters on the exchange.

According to the Kremlin’s official account of the conversation, Lavrov informed his American counterpart that Russian forces would commence systematic and consistent strikes against military sites and decision-making centers in Kyiv. The Russian foreign minister framed these planned operations as retaliation for what Moscow characterizes as the Ukrainian government’s continued attacks against civilian populations and infrastructure within Russian territory.

Lavrov specifically advised the United States to withdraw its personnel from the Ukrainian capital due to the impending danger. The Kremlin extended similar warnings to all foreign diplomatic missions in Kyiv, urging the evacuation of embassy staff and citizens.

Both nations have maintained throughout this conflict that their military operations target legitimate military objectives while accusing the other of striking civilian areas. Recent Ukrainian operations have demonstrated considerable effectiveness, including strikes against a Russian oil depot that Kyiv identifies as a critical fuel supplier to Russian military forces. Ukrainian drone operations have also successfully disrupted water and power infrastructure in Russia’s Belgorod region, which shares a direct border with Ukraine.

In his remarks to reporters, Rubio downplayed the specific warning while acknowledging the broader dangers. “They sent a notice to all the embassies, and I think he was just calling personally to me what they’ve told all the embassies that Kyiv is going to be a very dangerous place,” Rubio stated. “But Kyiv has been a very dangerous place for a number of years.”

The Secretary of State then addressed what he views as the fundamental problem with protracted conflicts. “The danger in all these wars as they continue and they go on is that they always have the threat of escalation, of spreading into something new,” he explained. “This is what happens with these wars, they just continue to escalate. There’s a big strike coming one way, there’s a bigger strike coming back.”

Rubio offered a sobering assessment of the conflict’s duration, noting that the war has now exceeded the length of the Second World War. “Look, every time you see these big strikes from one side or the other, it’s a reminder of why this is a terrible war that’s now gone on longer than the Second World War, and it needs to come to an end,” he said.

Despite expressing concern about escalation, the Secretary of State reaffirmed American willingness to facilitate a resolution. The United States, he indicated, remains “always prepared to play a constructive, helpful role” and stands “ready and prepared to help do whatever we can” to bring the conflict to a conclusion.

The exchange between the two foreign ministers underscores the precarious nature of the current situation, with both sides conducting increasingly bold military operations while the international community seeks pathways toward de-escalation and eventual peace.
